Cobb County, Georgia
Jay Stephenson is a 1969 graduate of Mercer University School of Law with the
degree of Juris Doctor. He practiced law in Cobb County until 1985. He was
elected to the office of Clerk of Superior Court in 1985. Jay is a member of
Superior Court Clerks Association, Bar Association, Cobb County Bar
Association, Superior Court Clerks Council, and Metropolitan Court Clerks
Association of Georgia. Jay is also a member of the Honorary Commanders Alumni
and Leadership Cobb Alumni. He is the recipient of "Justice Served" Top 10
Website Award and Hero of Open Government Award. Jay has a grown daughter,
grown son, and three granddaughters.
Chief Deputy Clerk
Elva Dornbusch is the Chief Deputy Clerk and has worked for Cobb County since
1987. After graduating from boarding school she attended Central Business College
in Denver, the University of Denver, Georgia Tech Planning Institute in Atlanta
and Vinson Institute of Government in Athens. She holds a degree in business
management, certificate of Public Official,and certificate of Public Management.
Elva chaired the Cobb County Environmental Symposium for 12 years,and chaired the
Cobb County Arts Commission for 10 years. She is active in the community, a
member of the East Cobb Civil Association, Board of Trustees for Southern
Museum of Civil War and Locomotive History, Honorary Commanders Association and
a patron of the arts. She is married to Charles and has two sons, Kurt and
Jerrett.
Court Division
Steve Fox is the Court Division Manager for Cobb County Superior Court Clerk's
office. Steve has worked for the clerk's office since 1983, and has served in
several departments from real estate to court room clerk. He is a native of
Marietta. He graduated from Spraybrry High School and
Supervisory Development Program. He is an active member of the community and is
involved in several athletic programs. Steve attends Wildwood Baptist Church.
He enjoys spending time with his daughters Kayla and Marah.
Accounting Division
Anita Morgan is the Accounting Division Manager and has worked with Cobb County
Superior Court since 1995. Anita worked in several departments before promoted to the
Accounting Division Manager. She is a native of Croatia. She met her husband John
Morgan in 1993 while he was stationed in Germany with the US Army. She has one son
Nicholas. She attended Baghdad Insternational School while her father was assigned to the
Embassy in Baghdad, and she has a Liberal Arts Degree from the University of Sarajevo.
She became a United States citizen in 1999. Anita has a Certificate of Achievement in the
Supervisory Development Program and received a Certificate as a Payroll Accounting
Specialist. Anita will complete her Accounting Degree and looks forward to many years
of service with Cobb County.
Real Estate Division
Jimmie Munn is the Division Manager for the Real Estate Division. Jimmie has
been employed by Cobb County for 19 years and with the Superior Court Clerk's
office for 18 years. She was born in Atlanta and moved to Marietta with her
family at age 4. Jimmie and her husband David have been involved in the
community where they have been active with the North Georgia Youth Football
Association for the past 23 years, She was a past cheerleading instructor and
David presently is a Head Football Coach. She is a member of the Powers Ferry
Methodist Church. Jimmie and David have one daughter Samantha and one grandson
Hayden.
